| "The purpose of the RI/FS is to investigate the nature
and extent of contamination at the Molycorp, Inc., Site (the "Site"),
and develop and evaluate potential remedial alternatives. The RI and FS are
interactive and may be conducted concurrently so that the data collected in
the RI influences the development of remedial alternatives in the FS, which
in turn affects the data needs and the scope of treatability studies."

Study (FS) The RI/FS was initiated by an Administrative Order on Consent (AOC) entered into by Molycorp and the EPA.
